There was an incident on GitHub Actions [1]. GitHub declares it was resolved in two hours.
But many people reports jobs are still stuck, or they can't cancel queued jobs, or they don't dare to create new jobs. [2]
For a customer impacting incidents, can an incident be declared as resolved while it's actually not?
