What's the point of cars with a 120-140mph top speed when the highest speed limit is 70mph?

I've never quite understood this. What's the point of making cars where their top speed is double the speed limit? Is it in case they need to be used in an emergency situation? Is it just a gimmick to get people to buy high-speed cars without thinking that they won't be able to drive them that fast?
