Vaccination not covered? Just get a more expensive one that is...

Last year I was on vacation in a country in Africa, so I went to my doctor beforehand to get a vaccination for Hepatitis A. He told me that he's about 90% sure that my insurance would cover it, but I would need to buy the vaccine beforehand and then claim the amount with my insurance (which is uncommon here as I live in Germany). So followed his suggestion and paid it upfront.

I then got on the phone with my insurance and asked whether this would be covered. The lady on the phone then told me in quite a rude way that they won't cover it and that I was the fourth person calling in for that with this type of question as if it wasn't her job to answer those. She then continued to blame me for basically not looking up what is covered by my insurance beforehand. So after the call, I did exactly that (in conspiracy with my doctor).

About six months later, I went to my doctor again to get another Hepatitis A vaccination because they hold a life long if you get them 3 times within in a certain amount of time. I then spoke to him about the insurance denying my claim. As it turned out, while a Hepatitis A vaccination was not, a combo-vaccination for Hepatitis A and B was covered, so we decided he would give me the combo-one. However, this was about 50% more epensive than just the Hepatitis A vaccine, so the insurance ended up paying 1,5 times the price of the vaccine I actually needed, as I already had those for the other Hep. B.

Edit: Vaccination details
